Talk about a Philly special.

While some business leaders are pushing for a four-day workweek or adopting hybrid office shifts after workplace preferences changed following the pandemic, Philadelphia Mayor Cherelle Parker has toughened the traditional path: She has required all 26,000 city employees to return to the office five days a week starting Monday.

The new ordinance was signed by Judge Sierra Thomas Street on Friday. Unions in the city pushed for a delay in the new ordinance but met with resistance.

An estimated 80% of Philadelphia's city workers already work on-site five days a week.

“On July 15, in the middle of summer, people are desperately trying to find child care, trying to find summer camps,” April Gigetts, president of District Council 47 in Philadelphia, told NPR.

Parker claimed the decision was made so that the city of Philadelphia and its government could “create a more visible and accessible government, a city government that our residents can see, touch and feel.”

Camille Duchaussee, chief administration officer for Philadelphia, said the decision was not made because of a lack of productivity, but rather was based on an overarching “leadership” strategy.

“We want to ensure we continue to build on the culture and experience that is positive in the workplace,” Duchaussee said in a statement. “We understand that our employees are working from home, but we all have a common goal and our workforce is committed to that common goal.”

Philadelphia is the first major city in the United States to enact such a regulation.

According to ZipRecruiter, the average hourly wage for a city worker is $22.84.

Philly is not the only state that is enforcing stricter working hours for city employees.

Earlier this month, Greece issued a decree requiring workers in private companies and industries operating around the clock, including certain retail and agricultural workers, to work a six-day week.
